Interesting estate find! Apparently, this is called a sidewalk compass rose. Embedded in the sidewalks of older cities to provide a reference for folks who may be lost. This was part of a collection of antique Philadelphia PA items. Not positive it's from Philadelphia. 12" wide. Heavy brass, weighing just under six pounds. Shows age, and wear, with some areas worn more than others, one of the three mounting prongs on the bottom is missing. Original patina with some chunks of sidewalk concrete attached. Haven't been able to find anything like it for sale on e-bay or anywhere else. Should be an interesting auction. No reserve. Being sold as is due to age. No returns or refunds. Will ship fast!
