There is no maker information and I can’t tell how far it hangs because it is all wrapped up.

It is on a white plastic ring with fishing line type cord.
·
The diameter of the ring is approx. 5”.
·
I peeked in the wrapping to get a picture of part of a painted metal dove.
·
It looks like the colors are pastel blue, pink and white.
·
The doves are approx. 3” long.
